When is an exception required?
Oklahoma statutes require agencies to use statewide contracts (SW1025, SW1050, etc.) for IT services. Exception requests are required when you need to engage a vendor not on the mandatory contract, or when contract vendors cannot meet specific project requirements.

SW1025 - IT Staff Augmentation
Specialized skill requirement not available through contract vendors
The MMIS modernization project requires a specialist with CMS certification and direct Medicaid system experience. None of the current SW1025 vendors have resources with this specific combination of skills. We have identified a certified specialist through a GSA Schedule contract.
SW1050 - IT Project Services
Sole-source software implementation
The tax calculation engine software is proprietary and can only be implemented by the vendor's certified implementation team. No SW1050 vendors are authorized to work on this platform.
SW1025 - IT Staff Augmentation
Urgent timeline requirements
Need to fill 5 developer positions within 2 weeks for critical security remediation. Current SW1025 vendors have a 4-6 week lead time.
